NOTICE OF PROPOSED CHANGES TO WACO BYLAWS

The WACO Board is submitting to the WACO Membership a proposed Bylaw Amendment. WACO Members will have an opportunity to vote on these proposals either in-person at the WACO Business Meeting during the Annual Conference or by electronic means.

Background:

In December, 2018, the WACO Board adopted a Legal Brief Policy. Its purpose is to assure a systematic process to determine WACO’s participation in judicial matters when providing legal briefs. The policy requires that each request to participate in a legal brief must come from the relevant affiliate president or a member of the WACO Board of Trustees, in writing, and that authorization to participate in a legal brief requires a vote of the Board of Trustees.

Proposal:

The Board recommends an amendment to WACO Bylaws to add “Legal Brief Committee” to the list of WACO standing committees. The Legal Brief Committee, upon receipt of a request to participate in a legal brief, could  consult with policy, political, and legal experts identified and brought together with the assistance of the WACO Executive Director, to review the request and provide recommendation to the WACO Board of Trustees.

The proposed amendments are indicated by underlined text below.

ARTICLE V -- Duties of Executive Officers

(new section) Section 5.5 The Past-President shall:
(a) Chair the Legal Brief Committee

ARTICLE VIII -- Committees

Section 8.3 Committee Types

Standing committees shall be as follows:

  • Audit Committee
  • Budget Committee
  • Education Committee
  • Legal Brief Committee
  • Legislative Committee
  • Nominating Committee
  • Personnel Committee
